In a new report released on Sunday commenting on Minya's bloody shootings, the Global Fatwa Index (GFI) at Egypt's Dar al-Ifta confirmed that terrorist organizations exploit Fatwas as a lethal weapon to justify slaying opponents and people of other faiths.

According to the GFI reports released in 2018, 60% of Fatwas worldwide addressing Christians were issued by unofficial and unauthorized bodies. 95% of these Fatwas were aberrant since they were issued by unqualified people and pseudo scholars who never studied sound Shari'ah sciences.

The report confirmed that 30% of the gross numbers of Daesh Fatwas were dedicated to rulings on Christians. 100% of these Fatwas permit slaying Christians, demolishing their Churches, preventing them from holding leading positions in the state and accusing the ruler who deviates from these rulings with disbelief [kufr]. The most famous among these aberrant Fatwas was considering Christians not from the people of Dhimmah [Non-Muslims living in Muslim lands], which is a clear justification for the heinous crime that Daesh committed on Friday in Upper Egypt's Minya
